University of Washington
Jim Snyder began his career in the 1980s with Washington Natural Gas, the original builder of the University of Washington’s energy infrastructure. Since 2011, he has served as the university’s trusted gas infrastructure partner, managing system maintenance and leading major capital improvements. Under his oversight, our team has successfully delivered pipeline installations, coordinated inspections, and ensured full compliance with PHMSA and UTC regulations.
Currently, our role as general contractor includes not only executing the work but also maintaining regulatory alignment and system integrity throughout. Seattle Pacific University
Seattle Pacific University has operated its natural gas system since the 1970s, with much of the original pipeline still in place—a testament to the quality of the initial installation. However, the age of the system and its complex, web-like layout mean that even though Puget Sound Energy monitors just a single meter, there’s a significant amount of infrastructure behind the scenes that requires ongoing attention.
That’s where our team comes in. As the university’s long-standing general contractor and project manager, we’ve overseen a wide range of infrastructure improvements—from full-scale pipeline installations to major overhauls of rooftop and ground-level HVAC systems, to furnace and water heater replacements. We’ve managed inspections, coordinated with regulatory agencies, and ensured that every aspect of the system remains fully compliant with PHMSA and UTC standards.
Our approach is proactive. We conduct regular leak surveys, monitor for abnormal operating conditions, and handle all state-mandated reporting. The result? SPU has never had to worry about the integrity of its system—whether expanding, upgrading, or simply maintaining it. Department of Transportation
We were brought in to support the Washington State Department of Transportation with the replacement of a single rooftop HVAC unit that had reached the end of its service life. While the scope may seem straightforward, the project required careful coordination and technical precision to ensure full compliance with state and utility standards.
Our team managed the removal of the existing unit, installation of the new RTU, and replacement of all associated gas and electrical lines. We conducted a full review of the existing infrastructure to verify that all new connections met current code requirements, including proper sizing, routing, and safety clearances for both gas piping and electrical systems.
As general contractor, we also ensured that all work was completed in accordance with WSDOT’s internal safety protocols and Washington State’s regulatory framework. From permitting and inspections to final commissioning, our focus remained on delivering a seamless upgrade with minimal disruption to operations.

US Coast Guard
We were engaged to evaluate and upgrade an aging HVAC system that was no longer meeting performance expectations. Following a detailed inspection, our team worked diligently to replace outdated components and modernize the system to ensure safe, efficient, and dependable operation.

DSHS Washington State
We were engaged by the Department of Social and Health Services to support infrastructure expansion at the Fircrest Facility, specifically for a new nursing building. Our team installed 500 feet of 2” MDPE underground fuel line to serve the new structure, ensuring safe and reliable gas delivery. In addition to the installation, we conducted a comprehensive leak survey across the existing infrastructure and performed an abnormal operating conditions assessment to identify potential risks.
Recognizing the need for long-term system reliability, we designed a tailored maintenance program to bring the facility’s natural gas system into full compliance with DOT and UTC regulatory requirements. Cascade Natural Gas
Cascade Natural Gas, one of our largest clients, engaged Snyder Gas Consulting to serve as a third-party inspector for the installation of a new pipeline system. Our role has extended well beyond field supervision—we’ve taken on comprehensive oversight responsibilities, including documentation management, regulatory coordination, and stakeholder engagement.
Working on Cascade’s behalf, we’ve collaborated with municipalities, utility districts, and private organizations to navigate complex permitting processes, resolve infrastructure challenges, and ensure seamless communication across all parties involved. WestRock Cardboard Manufacturing Facility
WestRock hired our team to support the expansion of its fuel infrastructure for a new box production building. Our team installed 500 feet of 4” MDPE underground natural gas pipeline to serve the facility’s increased operational demand. As part of the installation, we integrated a large rotary smart meter to ensure accurate measurement and monitoring of fuel usage.
This project required careful coordination with site operations to minimize disruption and ensure full compliance with applicable codes and utility standards. The result was a seamless infrastructure upgrade that supports long-term performance, safety, and scalability for one of the region’s leading manufacturing facilities.
